A CONSTITUTIONAL AMENDMENT TO PROVIDE THAT LOTTERY PROCEEDS MAY BE USED TO FUND OR PROVIDE SCHOLARSHIPS AND GRANTS TO ARKANSAS CITIZENS ENROLLED IN VOCATIONAL-TECHNICAL SCHOOLS AND TECHNICAL INSTITUTES.

If this bill is passed, it will mean the Arkansas Constitution will take proceeds from the AR scholarship lottery to give scholarships to students at technical schools. This means that students at Central planning to go to a technical school to get a trade rather than a baccalaureate or associate degree will also be eligible to receive merit scholarships.

If you vote “FOR” this bill, you are voting for money from the lottery to go to students planning to go to trade school.

If you vote “AGAINST” this bill, you are voting for the current state of the construction, which means scholarship lottery funds will not go to vocational school students.

AN AMENDMENT REQUIRING LOCAL VOTER APPROVAL IN A COUNTY-WIDE SPECIAL ELECTION FOR CERTAIN NEW CASINO LICENSES AND REPEALING AUTHORITY TO ISSUE A CASINO LICENSE IN POPE COUNTY, ARKANSAS

In 2018, Arkansas voters approved an amendment that allowed for casino gaming in the counties of Crittenden, Garland, Jefferson, and Pope. Issue 2 would repeal only the Pope County license, due to members of that county realizing the effect casinos have on communities. This amendment would also decide that casinos in Arkansas would have to be approved by a countywide vote before they are issued a license.

If you vote “FOR” this issue, you would be supporting the requirement of local voter approval for casino licenses, and supporting the repeal (taking back) of the license issued to Pope County.

If you vote “AGAINST” this issue, you would not be supporting the requirement of local voter approval for casino licenses, and you would not be supporting the repeal of the Pope County casino license.

THIS AMENDMENT EXPANDS THE ACCESS TO MEDICAL MARIJUANA BY QUALIFIED PATIENTS

If this bill is passed, it will grant  physician assistants, nurse practitioners and pharmacists the ability to certify patients for medical marijuana cards. This means that the ability to decide if a patient is qualified for medical marijuana is moved from the conditions outlined by the state, to the individual medical professional and their patient. This bill would also allow patients and designated caregivers the right to grow their own medical marijuana, allowing them to grow seven mature plants and seven young plants. The final promoted idea in this bill would eliminate application fees for patient cards and extend the terms of the card for three years.

A vote “FOR” Issue 3 would support amending the Arkansas Constitution to incorporate the measures proposed change to the states medical marijuana industry,

A vote “ AGAINST” Issue 3 would not support amending the Arkansas Constitution to incorporate the measures proposed to change the state’s medical marijuana industry.

The ruling of this bill will be left to the Arkansas Secretary of State.

Disclaimer: This bill is not promoting the recreational use or legalization of recreational marijuana, it simply emphasizing the need for an easier and more affordable process to gain access to medical marijuana and promoting the idea that a wider variety of medical professionals can provide this   drug for their patients.
